I'm planning to clean the whole house at the end of the year from tomorow to the day after tomorrow because the weather report says it will be warm tomorrow.

天気予報では明日から暖かくなると言っていたので、明日から年末の家の中の大掃除をする予定だ。

The　weather report said it would rain today, but it did not.

今朝、天気予報は雨だと言っていたが、雨は降らなかった。

(これは、書き手が天気予報の効力をある程度問題にしていれば現在形になり、ただ単なる事実として述べているのならば、過去形）

明日は雨が降ると天気予報で言っていたが、そんなことはどうでもいい。　

結論
天気予報は、現在・未来への効力のある場合はsays、そうでない場合はsaid
天気予報の字時制の一致は守っておけばよい。
